Know the Import Requirements Before You Buy
Vehicle Eligibility & Regulations
According to Pakistan’s Import Policy Order (IPO), overseas Pakistanis may import vehicles under three government-sanctioned schemes: Transfer of Residence, Gift Scheme, and Personal Baggage. These vehicles must be registered in the name of the applicant abroad for a minimum of 60 days prior to shipment.
Used passenger vehicles must not exceed three years of age from the date of manufacture.
Used SUVs and 4x4s are permitted up to five years old.
New vehicles must be imported within 12 months of manufacture and must not have been previously registered.
Imports are subject to the relevant conditions of S.R.O. 577(I)/2005 and are processed through the Federal Board of Revenue (FBR) and Pakistan Customs.
Compliance & Safety Standards
All vehicles imported into Pakistan must comply with national roadworthiness, environmental, and safety standards established by the Pakistan Standards and Quality Control Authority (PSQCA) under the Ministry of Science and Technology.
The PSQCA’s Automotive Division has formally adopted several vehicle safety regulations consistent with UNECE regulations (WP.29), covering key areas such as:
Seatbelt and airbag requirements
Brake performance
Lighting and visibility
Emission limits for petrol and diesel vehicles
Additionally, the Government of Pakistan has begun implementing mandatory vehicle safety standards to align with international best practices. Provincial governments, such as the Punjab Transport Department, have also introduced Vehicle Inspection and Certification Systems (VICS) to verify compliance at the time of registration or renewal.

Taxes & Duties
Import duties on used vehicles are levied as per S.R.O. 577(I)/2005, and vary depending on engine capacity. Duty is calculated as a fixed amount in USD and includes depreciation deductions at a standard rate of 1% per completed month (up to 60%) based on the vehicle’s age. For example:
Up to 800 cc: USD 4,800
801 – 1000 cc: USD 6,000
1001 – 1300 cc: USD 13,200
1601 – 1800 cc: USD 27,940
Hybrid Electric Vehicles (HEVs) enjoy partial exemptions under FBR rules:
50% relief on duties for HEVs up to 1800 cc
25% relief for HEVs between 1801 cc and 2500 cc
All import taxes — including customs duty, sales tax, withholding tax, and regulatory duty — are processed electronically through the WeBOC system, integrated with the Pakistan Single Window (PSW) for automated clearance.
