Import Requirements for Fiji
Importing used cars from Japan to Fiji with Nichibo is smooth but it involves meeting specific regulatory and compliance requirements. Here’s a summary of the key information you should be aware of:

Age Restrictions
Fiji enforces strict limits on the age of imported vehicles to maintain road safety and environmental quality. As outlined by FRCS, used petrol, diesel, dual-purpose, and mini-van vehicles must be no more than eight years old from the year of manufacture. Used hybrid vehicles have an even tighter restriction and must be five years old or less.
From 1 January 2025, the government will further tighten these limits: only petrol and diesel vehicles manufactured in 2017 or later, and hybrid vehicles manufactured in 2020 or later, will be allowed for import. Vehicles that are written-off, left-hand drive, or otherwise non-compliant are prohibited from entering Fiji unless a special exemption is granted by LTA.

Emission Standards
All imported vehicles must comply with Euro 4 emission standards, which set strict limits on exhaust emissions for both petrol and diesel engines. This requirement applies to all classes of vehicles, including passenger cars, hybrid and electric models, mini-vans, goods trucks, and buses. The rule aligns Fiji with international environmental standards to reduce air pollution and promote cleaner transportation.
Vehicles imported from Japan, New Zealand, or Australia must include a JEVIC inspection certificate confirming compliance with Euro 4 and other safety standards before shipment. This certificate verifies that the vehicle meets Fiji’s emission, odometer, and structural requirements prior to importation.

Customs Duty, VAT, and Other Charges
When importing a used vehicle into Fiji, FRCS assesses multiple tax components based on the Value for Duty (VFD), which includes cost, insurance, and freight (i.e. the CIF value). These duties and taxes are applied in a structured way:
Fiscal Duty: This is the base import duty applied to vehicles depending on engine size, whether the vehicle is new or used, and whether it is hybrid. In past FRCS “Motor Vehicle Duty Rates” schedules, for example, new and used hybrid passenger vehicles have different fixed duty/levy amounts by cylinder capacity.
Import Excise Duty: Certain classes of vehicles may incur excise duty in addition to fiscal duty. The historical schedules show import excise applied to non-hybrid vehicles.
Value Added Tax (VAT): VAT is applied on top of the assessed value including the above duties. As of 1 August 2025, FRCS has updated VAT to 12.5 % for most goods and services, replacing the former 15% rate.
Other Levies / Luxury Charges: Vehicles with large engine displacement might attract a Luxury Vehicle Levy. In earlier FRCS duty schedules, for example, vehicles exceeding 3,000 cc had large fixed levies (e.g. USD 10,000) in addition to standard duty.
Additionally, FRCS publishes Motor Vehicle Landing Cost (MVLC) lists which detail how customs assess duty and VAT on actual imported vehicles (vehicle by vehicle). These lists show real applied rates and charges, which serve as the best public reference for how the formulas are applied in practice.
