Clean Car Standard (CCS)

The Clean Car Standard (CCS) is a regulatory framework in New Zealand designed to reduce vehicle CO2 emissions. Introduced in December 2022, it requires every imported vehicle to be assigned to a CO2 account during entry certification and registration. Vehicles emitting CO2 above the set threshold incur charges, while low-emission vehicles earn credits. The charges for 2025 are $67.50 per gram of excess CO2 for new vehicles and $33.75 per gram for used vehicles.

Nichibo ensures full transparency by encouraging importers to create their own CCS CO2 accounts with Waka Kotahi (NZTA), allowing them to retain any earned credits or offset charges for high-emission vehicles. This approach protects importers from losing their credits, unlike some exporters who force importers to use their accounts.

For new vehicles, importers must be NZTA-approved certifiers and use the MIAMI system, which automatically allocates the CO2 account based on the VIN Notification files. The vehicle details are then updated in the NZTA Landata Motor Vehicle Register (MVR), syncing with the CCS CO2 system before the vehicle can receive a Warrant of Fitness (WoF).

For used vehicles, importers link the vehicle’s VIN or chassis number to their CO2 account via Fuelsaver, providing early visibility of CO2 values. Once the vehicle clears customs, its details appear in the importer’s CO2 account. Entry certifiers verify the vehicle’s compliance and CO2 data before it can be registered.

To avoid unexpected charges, Nichibo advises importers to use the CCS CO2 calculator in Fuelsaver to estimate potential penalties or credits before purchasing vehicles. This proactive approach ensures compliance with NZ’s emission standards while optimizing financial benefits for importers.

Right-Hand Drive: 
In New Zealand, all vehicles must comply with strict safety regulations before being registered for road use. During the entry certification process, vehicles undergo thorough inspections to meet safety and environmental standards.

Exhaust Noise and Emissions: Vehicles with potentially noisy exhaust systems are subjected to an objective noise test. If they exceed the legal limit, they may face penalties, including the withdrawal of their warrant of fitness (WoF). Additionally, vehicles must meet approved exhaust emissions standards from recognized regions (Japan, USA, Australia, or Europe) to reduce harmful pollutants.

Fuel Consumption and CO2 Emissions: As part of the Clean Car Standard introduced in 2022, fuel consumption and CO2 emissions data are collected during certification. This information helps develop policies to improve fuel efficiency and reduce carbon footprints across NZ. Importers must provide fuel consumption compliance details through pre-certification tools.

Hybrid and Electric Vehicles: Hybrid and plug-in hybrid vehicles must show certification for emissions and safety standards, along with fuel consumption data. Fully electric vehicles (EVs) only need to meet safety standards, with no emissions or fuel data required.
