Under the new Imports and Exports (Control) Regulations No. 1 of 2025, the following categories are now allowed for import into Sri Lanka:

  • Cars below 1000cc
  • Cabs
  • Vehicles transporting 10 or more people
  • Milk tankers (under 5 years old)
  • Auto trishaws (under 5 years old)
  • Crane lorries
  • Drilling derricks
  • Fire trucks
  • Gully bowsers

Registration Rules


Once your vehicle arrives, it must be registered within 90 days from the date of the Bill of Entry (CusDec). You’ll need to provide:

  • Affidavit
  • Taxpayer Identification Number (TIN)
  • CIF (Cost, Insurance, Freight) value as recorded in CusDec

Registered importers can bring in multiple vehicles, while non-registered individuals are limited to one vehicle every 12 months. Vehicles imported under government duty concessions are not permitted.

Failure to register on time results in a 3% monthly late fee (up to 45% of CIF), with delays over 30 days counting as full calendar months.

Sri Lanka enforces strict compliance measures for vehicle imports:

  • Emission Standards: All imported vehicles must meet Euro 4 standards and the HS codes. Importers must submit a compliance certificate from an authorized agency.
  • Roadworthiness Inspection: A JAAI (Japan Auto Appraisal Institute) certificate is required to prove the vehicle is safe and operational.
  • Pre-shipment Inspection: A certified agency such as JEVIC (Japan Export Vehicle Inspection Center) must verify the vehicle’s condition before shipment.
  • Vehicle Configuration: Only right-hand drive vehicles are permitted.
  • Age Limits: For private vehicles, the maximum age is 3 years; for commercial and public transport vehicles, it is 5 years. Special-use vehicles may be up to 10 years old.

If a vehicle fails to meet these requirements, it must be re-exported within 90 days at the importer’s expense.

  • Nation Building Tax (NBT): 2% of the total calculated value
  • Excise Duties: 200%–300% depending on engine capacity
  • Other taxes: Special Import Tax, Luxury Tax, and more may apply

Licensed banks are also required to report daily on Letters of Credit (LCs) related to vehicle imports to ensure transparency.
